Q: When are the young born and why do you never see babies?
A: You didn't tell me where you're from but I'll assume somewhere in the East and will answer about the Eastern Chipmunk. There are chipmunks all across North America so info on them will vary according to species.
The Eastern Chipmunk usually has its young in April in an underground burrow out of sight. The young grow up there and by the time they begin living on the surface, are big enough that you might just figure they're adults and not realize they're youngsters.
