Does the down on baby penguins become hair in adult penguins? or does it just look like hair?

A: It does not. Only mammals have hair and only birds have feathers. But, the feathers on penguins don't look like those on other birds. Penguin feathers are much, much thicker and actually do look like hair. You're not the first person to think they had hair.
